Yes, all external panels (in other words, panels not provided in the
gnome-control-center source) are broken with gnome-control-center 3.8.
If this is a problem for you, I recommend that you ppa-purge the
gnome3-staging PPA.

You need to run sudo update-desktop-database after editing .desktop
files. We can enable that .desktop in the Staging PPA but any time
Deja Dup is updated, we'll have to make the change again so there are
no promises that we'll keep that working.
