Well, there are two things I have to say to that. First, the file you
downloaded may be corrupt, or you may be doing something odd to open
it. More importantly however, that's a Windows installer - why are
you trying to use it on Ubuntu? The ways of installing software on
Ubuntu and Windows are not the same, and require different installers.
(ie, you don't go download an EXE from random web sites in Ubuntu)
If you're just trying to install a Java JRE, you want to install
either the openjdk-6-jre package or the sun-java6-jre package from the
repositories - see

information on installing software in Ubuntu.
