Have you taken a look at Moodle? http://www.moodle.org
 
You might want to check it out, because based on your description Moodle would fit all your needs.
 
Even if it meets MOST of your needs but not all, it'd probably be simpler to help the Moodle project wholly meet your needs than to start such a project from scratch.
 
Installing Moodle is actually pretty simple, it's a PHP and MySQL/PostgreSQL based application so if you're writing one of those, you'll likely have no problems getting Moodle up and running.
 
If you need any help with that just holler your questions and I or someone else will be more than help to oblige.
 
If Moodle does not fit your needs, there might certainly be a niche for your program. I'd be pretty interested to hear why not, though.
 
Also, as far as I'm concerned, this being an education space, testing programs are definately an appropriate topic.

I am writing a software for managing examinations in School which have these following features. 

1. There are three kinds of roles - admin, teacher and student. 
2. Admin can add teachers, students, Create Courses 
3. A teacher can make question banks (also upload) and can assign them to students of a particular semester. 
4. A student can login take the assigned exam. The automatic timer submits the responses after the time is over and displays the score. 

I have implemented a DB independent layer so users are free to run MySQL/Oracle/ODBC/PostGre. Rest is taken care by PHP. Both Apache and IIS are supported now. 

Let me know your views on this and if it will be useful to anybody.
