[ec2] does vmbuilder command work to rebundle?

Does the command listed here work?  https://wiki.ubuntu.com/EC2Vmbuilder

I'm trying to rebundle a 9.10 AMI and it seems to create an image, but
doesn't push anything to s3.

I'm left with an ubuntu-xen directory in /mnt where I ran the command,
but not any bundle xml file to use with ec2-upload-bundle, and the s3
bucket specified in the command got no content.
