[ec2-beta] Beta program and 9.04

By 9.10 we will have regular simultaneous releases on EC2 and the rest
of the world. I've not yet been briefed on the plan for 9.04 except that
we don't expect to have a 9.04 EC2 image on the general release date of
9.04. This 8.10-based image will go golden in due course. I'll ask Rick
Clark to speak definitively on the plans for 9.04 and 8.04 LTS.
