[ec2-beta] APT repository for EC2

Denis:

I ran one instance in each of the EC2 US availability zones and had no
problems updating apt and upgrading the system.

The official Ubuntu EC2 mirror host is not currently set up to respond
to pings, so that's not indicative of a problem.

You will also not be able to access us.ec2.archive.ubuntu.com from any
computers outside of EC2.  DNS is currently set up so that it resolves
directly to the internal IP address and can only be accessed from EC2
instances.
