Matthew added me as a mailing list administrator.

I've updated the text at
<https://lists.ubuntu.com/mailman/listinfo/ubuntu-doc> with a blurb
about the tags we can use in the subject lines of messages. If I've
forgotten a tag or someone would like to write nicer text, please let
me know.
