[Desktop] What's new in Ubuntu 14.04?

Hi all!

The desktop guide contains a page with a title as in the subject line of
this message. This is a draft page for 14.04:

While the "What's new" page previously has focused on changes compared
to last stable release, it now tries to include news compared to Ubuntu
12.04 LTS.

The status of the page is indeed draft. We got some hints from Stephen
Webb about the most recent news, and I combined some of that input with
previous items in 12.10 - 13.10.

First of all the statements should be correct and up to date, of course,
but I think we should also ask ourselves: Is this the selection of info
we want to highlight to people who upgrade from 12.04?

Your feedback is more than welcome, but please note that since
DocumentationStringFreeze happens on Thursday, any feedback needs to be
more or less instant.
