I'd encourage you to broaden the scope. The structure of the desktop
guide does not strictly follow the GUI tools.
However, considering the title of the GUI that was your starting point,
you may want to consider a slightly different title of the new guide
type page than "Security & Privacy".

Generally I think that topics, which are more remotely related to the
title of the guide page, should be seealso links. Please just propose
something when you have made up your own mind. ;-)

Do you mean a new group on the index page? Possibly. Another possibility
is a section on shell-overview.page. I think this is best decided when
you have shown us a proposal with the new pages. (Will their content be
'heavy' enough to justify an own index page group?)
