Dutch translation wiki main page

Hi,
On the wiki main page, perhaps under  the line "Scroll down to find the 
list of the major topics in this wiki.", I would like to add the 
following link:

Am I allowed to do that? I have already given it a try without saving 
the page. There is still a problem; the color of the link is almost the 
same as the background color. I do not know how I can change the font 
color of the hyperlink.
