The ubuntu-doc-contributors seems to mostly exist so that folks have a
team to join to say they're involved with docs. This is an open team
and anyone can join if they feel an affinity. This seems fine to me.

Based on my experience over the years with Ubuntu teams I've rarely
seen an instance where making an open team more restrictive or sending
more personal reminders to members (if that's what you're suggesting
by "chase"?) has been particularly effective at increasing activity.
If the user cares enough to click renew each year when their
membership expires, it means they are still aware of the team and will
make time for it if they can. If they don't care enough to do this,
then they expire and the team list takes care of managing itself.
