Outdated: Raring "What's New" page

Hello Doc Team,

The "What's New" page from the help documentation has come to my 
attention as OUTDATED.

It doesn't mention such features as slicker, snapping windows; software 
center integration with Unity; new dialogs and more. 

These articles report the features more accurately.

As the Doc team, it is our duty to report a comprehensive feature list 
as basis for the press to report, not the other way around.  We should 
really consider rewriting the page to make it much more up-to-date.
