Well, that is what I am trying to figure out. If someone knows
how to write files to that URL, and its sub-directories, maybe
it would make sense to use it for development again.
Using the preliminary 13.10 method on help.ubuntu.com, similar to what
I did near the end of the 13.04 cycle, might be a burden on the bzr
branch on launchpad, because the branch is huge.
All the archived doc-list e-mails I have read suggest that
help.ubuntu.com should be only for stable released stuff and
doc.ubuntu.com is for development.

That page is the default web page for the Apache web server.
It tells us that nobody has actually put any content there.
I was just checking with the list, but I think it has
not been used for years.
