Docs packageset

Here's an initial suggested list of packages:
gnome-user-docs
kubuntu-docs
ubuntu-docs
ubuntu-packaging-guide
xubuntu-docs
yelp
yelp-xsl
yelp-tools

Would individuals wanting upload rights for this packageset need to go
through the DMB or might that be delegated to the Docs Team (like how
the Desktop Team manage the ubuntu-desktop packageset)?

Would everyone in the ~ubuntu-core-doc team be able to upload to this
packageset?
