[wiki] CategoryQuestionableContent

Bad wiki pages keep bothering me.

I just created
https://help.ubuntu.com/community/CategoryQuestionableContent

Don't know if it's a good idea; maybe I should have added the "Candidate
for deletion" tag to the page in question
(https://help.ubuntu.com/community/LocaleConf) instead. But the
guidelines for that tag say:

Pages which cover subjects which are inappropriate for the Help wiki
(this wiki). These might include:
1. Spam or advertising material.
2. Links to malicious files or other unsavoury websites.
3. Pages which are useless to all Ubuntu users.
</quote>

But LocaleConf is just ... bad. The page is confusing, and it's unclear
(to me) which situations it would apply to. The page is not necessarily
*useless* to *all* Ubuntu users.

Is it just me? Am I misreading the guidelines?
