idea: Wiki Jam

Hello all:

In the #ubuntu-docs irc channel there was a discussion about organizing
a global help.ubuntu.com/community wiki jam. I think the idea is a good
one and we need to organize our thoughts and discuss the idea with the
LoCo Council and LoCo team contacts.

What I would like to propose is that we brainstorm our goals and then
work with the LoCo teams to develop a plan to hold a global wiki jam. I
would like to use SMART to develop our goals. If you are not familiar
with SMART please read the wiki article linked below. (1)

I think we should focus on the initial jam meeting three goals as a
maximum.

I created a wiki page for us to gather goals (2).
