You can file a bug. Just run ubuntu-bug ubuntu-docs to report it in
the right place.
But in this case the docs are correct. To test, run
yelp ghelp:synaptic
yelp ghelp:language-selector
The new help: links are for packages built with yelp-tools instead of
gnome-doc-utils. Besides changing the URI pattern, the new help is
installed to /usr/share/help/ instead of /usr/share/gnome/help/
