I added my opinion directly to the bug report: Summary: Rather than move
Chapter 18, why not just re-name it?

There is also already a reference and a link back to that area of the
document in Chapter 3 section 3. Apt-Get.
Although it says "For information on upgrading to a new Ubuntu release see
Section 3"
but it should say "For information on upgrading to a new Ubuntu release see
Chapter 2, Section 3".

Actually, I suppose that since the newer "RED" background theme no longer
shows chapter numbers and sections in the root HTML page (the old "BROWN"
background theme did), even that reference sentence becomes meaningless. (It
isn't meaningless for the PDF version, which is all that I use).

Myself, I am not in favor of repeating content, but am O.K. with more links
to content if required.
Perhaps I do not understand the issue for this one.
