Ubuntu Server guide - TOC

I think the TOC of the server guide needs some rewriting.
For instance the chapter about samba should definitely not be placed under "windows networking" (bug ##1077494) and upgrade instructions  should not be only found under "install".
I'll be happy to do some work but I don't have enough overview yet to be confident here.
And I think the issue should be discussed, I hope this mailing list is the correct place :-)
