1. Install yelp-tools and yelp-xsl

yelp-build is installed as part of yelp-tools so you don't need to
copy yelp-build anywhere.

2. Generate the *.page files; they should be in ubuntu-help/sl/

3. cd html

4. Edit Makefile, changing LN=C to LN=sl

5. make
