Proposing ~jbicha for membership of ~ubuntu-core-doc

I'd like to propose ~jbicha for membership of the Ubuntu Core Committers team.

In terms of the requirements listed on
https://wiki.ubuntu.com/DocumentationTeam/Organization:

* He has produced many substantial patches over the recent few weeks
which I think demonstrate that he is technically very familiar with
Mallard and bzr, and a good technical writer

* He has confirmed to me on irc that he has read the BugControl and
other necessary pages.
* He has signed the Ubuntu code of conduct and hangs out regularly on
the mailing list and IRC channel.

I have reviewed a couple of his patches and have found them excellent.
I know that Jim has reviewed even more and that he also considers
Jeremy ready for commit access.
