Where do ubuntu-docs translations go?

The LoCo team should be responsible for keeping their link up to date,
but I see no reason why the links have to be kept in a globally editable
place like the community wiki. They could just as well file bugs against
help.ubuntu.com if they wanted the link to be changed.
Matthew, what are your thoughts on this? I'm not sure how the h.u.c home
page is updated, but I don't imagine that it's a difficult change to
make.
