Actually, the Ubuntu Documentation Project is "official" I guess you would
put it. It was created well before other teams were, such as the server
team. The products we produces are tracked by the desktop team, and our
products are shipped with the core product. And then there is the wikis
that the team is charged to maintain.
As for approving the manual or not, I don't think that is up to the doc
team to do, as you have made it clear you want to be unaffiliated. As for
collaboration, I honestly don't see a problem with that, so lets start
collaborating. I will know this is true as soon as I start seeing some
patches flow from the manual team into the doc team.
I am not going to shoe you away, I want to see you succeed, and I am sure
the others do as well.
