I think the answer to these questions is broadly related. I might be
overinfluenced by my own position, but my feeling is that because the
docteam is 100% volunteer based, most of us have day jobs, and limited
amounts of holiday. Equally, that means that our meetings tend to be
in the European evening at weekends (to permit both European and US
participation). Obviously there are exceptions to this.

That's not to say that docteam members never attend UDS - docteam
members have attended UDS in the past and there's absolutely nothing
to stop people getting together and discussing documentation at UDS. I
just don't think it's an ideal occasion for decision making in the
team.
