We can make the usb-creator article available from help.ubuntu.com
alongside other ubuntu-docs documents. I think linking from the main
Ubuntu website, possibly from the download page, is the way to go.

The docbook file for usb-creator has been added to our ubuntu-docs
branch. I'd intended to make it available in the next ubuntu-docs
upload, shortly after beta. You would be able to link to it from the
usb-creator-gtk application by adding a help button pointing at "yelp
ghelp:usb-creator" (you can probably find example code in jockey).

given that usb-creator has a kde version. Is the document suitable for
the kde version as it is? Or does it require modification? If it can
