No, we haven't, but the rest of the technical writing industry have!
There are lots of books and articles on usability and technical writing
which discuss this, e.g. [1] [2].

Of course, some users are after conceptual information and detailed
discussion, but those users will be in the minority when it comes to our
target audience (which I think of as "non-technical computer users").
I'm thinking about people who want to use their computer to do
something, not people who want to understand how the computer works.

What I'm saying is that we should concentrate on the people who are
looking for quick, to-the-point help, since they probably make up most
of our audience.
