Everything is possible :)
The second option is the more likely option. But it will take plenty
of work from someone who knows what they are doing. Danilo is the
person who is best placed to do it, because he is the author of xml2po
and a Rosetta developer, and I've talked with him before about this,
but there are so many higher priorities at the moment for Rosetta that
I don't think he has the time to commit to this. I can talk to him
again. Perhaps in due course as Launchpad attracts contributors from
the community, it might attract someone's interest.
Searching around just now, I've noticed some work going on for getting
gnome documentation translations into the langpacks:

I don't know whether the approach taken there is just to ignore any
errors in the translations rather than correcting them, but I'll talk
to Martin Pitt about the work going on and whether it could help us.
