It is very unlikely that someone who does not know XML will learn bzr
and launchpad just to push a branch of XML. Branches should be evaluated
before they are merged anyway though. No one should be able to merge
without having someone else take a peek. Even experts make typos. :)

I would prefer to see:

~ubuntu-doc (umbrella team)
    - ~ubuntu-SYSTEM-ADMIN (restricted team)
    - ~ubuntu-wiki-admin (restricted team)
    - ~ubuntu-doc-CONTRIBUTORS (open team)

Same list from Matthew but with all-caps for the changes.
