Helping to improve the Getting Started Guide

In an effort to help newcomers, I made a some modifications to the 
Documentation Team Home Page.

I saw there was a lot of duplication and confusion with other articles.

So, instead of listing the Projects which led to further confusion, I 
just linked directly to the Projects Page.

Also, instead of listing additional "How To Contribute" which basically 
became very repetitive, I moved all of this information onto the 
"Getting Started" page for the Documentation Team and linked to the 
Getting Started Page.  If this causes any issues, or there any 
comments/concerns, please let me know.
