The wiki page already describes that, and the answer is the latter.
I just made some other clarifications also.

Thanks for the Feisty info.  Also, it isn't installed at all in
Xubuntu Feisty by default and I don't see any other clients for mime
type "application/x-bittorrent" in Xubuntu.

Does anyone know about Kubuntu?

 grep torrent /usr/lib/mime/packages/*
