I suppose that emailing the ubuntu-doc list with a list of pages for
removal and some justification for removing them would be reasonable,
although I don't know what the procedure actually is. Then, a wiki admin
can remove them as required.
As for merging pages, it should be OK to just pick a page, merge the
material into that page, and then put redirects to that page in all of
the other pages.
Also, do you have a list of the pages that are in cleanup but you don't
know what's wrong with them? It should be fine to remove pages from
CategoryCleanup once you think you've fixed them.
