I've started this off - https://wiki.ubuntu.com/DocumentationTeam/StyleGuide

There are still a couple of sections that the docbook2moin didn't
handle properly (there are lots of tags it doesn't support). Also I
think we need to split it up into pages, maybe simplify the structure
a bit, and if possible merge some of mpt's wisdom at HelpfulHelp into
it. Plenty of work to do on it!
