web-server.xml Update

Thanks Dean I've adjusted the install step.  I also rewrote most of the
section to configure Ruby On Rails for Apache instead of Lighttpd.  I made
the change to Apache for couple reasons:
    1.  Apache is in main and Lighttpd is in Universe (some people may not
want to enable Universe).
    2.  Maybe I have rabies, but for the life of me I couldn't get Lighttpd
configured correctly to serve a Ruby on Rails application.

Feedback is greatly appreciated.
