request for review: Gutsy release candidate announcement

I think we should move "About Ubuntu" lower on the page, and "About the
release candidate" higher. Similarly, download and upgrade information
should be more prominent than general info (perhaps immediately after the
highlights?).
More Info and About Ubuntu can probably be merged into one section.
