new "about-xubuntu" file - draft

Richard, thanks.

The "about" folder and "about-ubuntu" files will be removed.  We'll have to
make that type of change for any folder or file within the /trunk/xubuntu
path that is named "ubuntu*" instead of "xubuntu*."
