Ok, in this case it's not appropriate to replace article with chapter -
you can never have a whole xml document which is just a <chapter>,
because a <chapter> always has to be part of a book. So you either need
a book with different chapters, or an article with different sections.

Right, there were some problems here because you had two sections with
titles but no other content, which isn't valid for docbook. It was
really difficult to see because the output from the test wiki isn't
tidied up - everything is on one *long* line.
What you need to do here is to run the xml file through the "tidy" program:
$ tidy -xml original.xml > new.xml
And then you run new.xml through the validation script - it will give
you the exact line number with the problem, and you can correct it.
I attach a corrected xml file (I've removed some of the ubuntu-docs
specific entity headers to make things simpler to check - feel free to
add them back in again if you want to use them).
