Plans for a translated documentation website

I'm afraid that we don't really have time to select which documents are
complete and which aren't for every language. We can either include the
whole of the translations for one language, or none.

At the moment I think that if a language has complete translations for
the Ubuntu and Kubuntu desktop guides, that would probably justify
inclusion, even if the server and packaging guide translation is
incomplete.
