Proposal: Move FrontPage to Welcome

The idea is fine, and I think it is true to say that we've wanted to do
this for a long time. However, we just have never got round to doing it.
Using a redirect on FrontPage is not a good way of doing it however, the
wiki configuration needs to be amended to get this right.
Personally I prefer "Home" to "Welcome", but in principle the idea seems
to be fine so I'm cc:ing the wiki administrator (Henrik) for his
comments.
