I think I'm understanding the point.

No, I'm saying that not having full phrased question in the sub-headings
is essential before including such headings in a table of contents (see
the first paragraph from my previous email quoted above).

As I said in my first email, I understand that a table of contents is
useful. I think that if the headings on that page are improved to make
them shorter and more easily scannable, it would be an advantage to
increase the number of levels in the table of contents.
