GPL .pot

Tonight I reworked the structure of the gpl.xml file in common/C/ . I 
think the packaging guide is probably the only doc in the repo that uses 
it but it used a lot of sect tags that made the HTML table of contents 
not look very good to me and not consistent with the CC-SA and FDL files 
we have. I also updated the address for the Free Software Foundation, 
which is something we have to do over in MOTU all the time. It is being 
a little picky but since I was already editing the file I though I'd 
update it.

Ok, so I also noticed that the gpl.xml has a .pot file. Now that I have 
edited gpl.xml I'm not sure what to do with it. I looked in i18n.sh and 
found some possible things to do. The problem is I don't have xml2pot on 
my dapper install only xml2po. Are they the same? I ran "xml2po gpl.xml" 
and it seemed to work ok but the diff between it's output and the 
original .pot is huge. It looks like my .pot has split up the msgid's 
into many lines whereas the old one is just one line for each msgid. Is 
that ok?
