Yes, I think this works very well. I'm all in favour of reducing the
links on the main documentation index and having easy to use categories.
A couple of points on the plan:
* I'm not sure whether or not some of your proposal involves the writing
of new documentation. To the extent that it does, I'd recommend cutting
that out of the proposal, and focusing on organisational matters. Once
the organisation is complete, that will enable you to think about what
areas of expansion are necessary.
* Wiki Move - when we move the wiki, all pages in the
CategoryDocumentation will be moved, make sure any page you want
transferred is in that category. There are some things linked on the
beta page which are not documentation (for example the laptop testing
material) - I doubt that we will want to move those pages, and if it is
desirable to link to them (I'm not sure whether it is or not), this will
need to be done via an interwiki link rather than a normal link.
* Name of index page: on the new wiki, we'll probably want to have the
index as the main page, calling it "Documentation" or something. That
might be worth bearing in mind when creating the subpages.

I think it can be done if you restrict it to reorganisation, and not
rewriting. I'd recommend simply keeping the same categories as the
UserDocumentation page currently has, and simply moving the links to the
sub-page. Keeping things simple is always an advantage.
