[Spec winmodem-support] Winmodems need be supported out of the box

I can play around with it to see if it works or to find an alternative. BUT, I 
don't have a dial-up provider (unless Comcast has a dial-up number I can try 
for free). I can at least see if it connects and dials to a telephone though.
