This is a topic of discussion that has gone around for some time it seems. The
answer is simply that the wiki is still to be used exactly as you suggest.
The onyl change you might notice is that "help" or "howto" information is now
on the help.ubuntu.com site (which also contains a wiki for community
collaboration). The wiki.ubuntu.com sites are for team planning, spec
tracking and any collaborations or developments that could evolve into a help
page on the help.ubuntu.com site.
The _static_ website is just the "landing" page and contains only information
that is not likely to change as well as links to other places on the wiki,
other ubuntu sites or the help site. Have a look around the ubuntu and
kubuntu www sites specifically. The correct way to deal with contributions
would be to log bugs or specs in launchpad against the teams that are
responsible for the websites.
We're very much open to suggestions as to how to organise the information
internally, so please feel free to voice any thoughts you might have.
