| As long as we all don't wait for just before string freeze to suddenly
| throw all the docs together like seems to happen too often.
| If we want the docs to be reviewed before release we need to make sure
| there aren't a slew of exceptions to feature-freeze and any other freeze
| that would affect what is in the documentation.

I would be inclined to mostly treat docs like any other feature, but
probably with a bit extra time to allow docs to be updated after
features are complete.

| If there is a new application or major change to something via an
| exception, we will then have to document that change, get it
| reviewed and then released.  It seems like it could delay the whole
| process.

While exceptions to feature freeze certainly happens and we should
plan for those, I don't think we should make the normal case awkward.
