Team wiki page reorganization

I just wanted to bump this on the list again, since nobody has made
any comments to the Team template that I have created. If nobody has
any objections, I'll send mails out to the other teams and ask them to
adopt this template which will make it easy for new contributors to
compare the roles and processes of the various teams.

Feedback on the template would be very much appreciated.
