I have had this problem and the trigger might have been my newtork card was set
up to static. When changed to DHCP it worked and the applets popped up errors
saying they couldn't load.

So it could have been because it couldn't sync with ntp.ubuntulinux.org, but its
solved now.

I waited a little while and it seemed as though the applets timed out and popped
up about 10 consecutive errors.
