It depends on what the question is. If its about the documentation, then 
yes, this is the right place. Otherwise the next best place would be the 
ubuntu forums at http://www.ubuntuforums.org/. there is a newbie section 
there that could answer any newbie question you want to ask.

The other place that may be able to help you is the official wiki page 
which has step by step instructions on most problems that you can come 
across.
