generating .pot files for documents

Hello all!

I have added a make target 'make po', that will generate .pot files for 
all documents and place them under the build/potemplates folder. These 
.pot files can be used with Rosetta, or gTranslator or anything that 
read/writes .po files.

I have not used poxml before, but it seems to be able generate .pot 
files from docbook source, and regenerate the xml from translated .po files.

You will need poxml installed, so if you have the universe repos enabled 
just 'sudo apt-get install poxml' :)

Enrico, have you heard any more about what tools the translators are 
going to use (Rosetta??)?

Will the translated documents be part of a language-pack? Do we have to 
package the translations in the ubuntu-doc packages?
