What to do with HOWTOs and external docs

I like the idea of getting them into the repos as early as possibly,
but I am concerned that that would make the repos a mess really
quickly. I propose that they get listed on a staging page that lists
them, only to be added to the repos when the work can be done to fully
integrate them. Thus we don't lose the links but we also get well done
docs.

Thoughts?
