Structure of DocTeam

There are no formal rules of power, besides the Ubuntu Code of Conduct:
it generally works quite well, even if being a youngish group we tend to
be still a bit fragile.

Besides this, when there is a problem we discuss it in the list and at
the end I, as a secretary, wrap it up and try to summarize what people
agreed on.
